Legal Disclosures & Consumer Loan Notice
BLE Enterprises (“BLE Schools”) is committed to ensuring transparency, legal compliance, and informed decision-making for all families engaging with our tuition-based services. The following legal disclosures apply to all enrollment, tuition, and financing agreements under BLE Schools, which include Preference Academy, Wollingsford Academy, BLE International, and Bridgeview Academy.

🔹 1. Refund Policy – Legal Disclosure
By enrolling in BLE Schools and submitting any form of tuition or fee payment, families agree to the following refund terms and limitations:

Non-Refundable Fees

Application and Enrollment Fees are non-refundable under any circumstance. These cover administrative processing and seat reservation regardless of attendance.
Monthly Tuition Payments

Tuition refunds are only available by written request within ten (10) calendar days of the payment date and must be received before the 15th of the same month.

No refunds will be issued after this period or once services have been accessed (e.g., classes, coaching, platforms, orientation).
Partial Attendance and Withdrawal

Refunds are not issued for partial-month attendance unless due to a verifiable and documented school error.

Withdrawal from the program does not release the family from financial responsibility for any months attended or contractually agreed.
Processing Timeline

Approved refunds will be processed within 30 business days.

Transaction fees from payment processors (e.g., Stripe, PayPal) and administrative costs will be deducted from refund amounts.
🔹 2. Suspension Policy – Legal Disclosure
BLE Schools reserves the legal right to suspend student access to academic services due to non-payment or breach of tuition agreement.
Suspension Triggers

Tuition is due on the date selected during payment plan setup or per the in-house financing contract.

A 3-day grace period is provided.

Automatic suspension occurs on the 10th day past the due date if no payment is received.
Suspension Effects
Suspended students lose access to:

Live instruction and virtual classrooms
-
Teacher communication and coaching
-
Grading portals, course materials, and support services
Reinstatement Requirements

Payment of all outstanding balances
-
A $25 reinstatement fee
-
Review of tuition status if this is a repeat suspension
Note: Suspension is not equivalent to withdrawal. Full tuition remains due unless a withdrawal is formally submitted and approved.
🔹 3. Chargeback & Dispute Policy – Legal Disclosure
Initiating a chargeback, payment dispute, or unauthorized reversal of tuition without first contacting BLE Schools violates your signed Tuition Agreement and may lead to serious financial and legal consequences.
Consequences of Unauthorized Chargebacks

Immediate suspension of enrollment

$50 dispute processing fee

Responsibility for:

Full unpaid tuition balance

Legal fees, collections costs, and damages

Permanent ineligibility for:

BLE in-house financing

Future discounts or scholarships

Allow up to 5 business days for review and resolution before pursuing external actions
By submitting any payment, families agree to resolve billing concerns internally before engaging in outside dispute or chargeback procedures.
🔹 4. In-House Financing – Consumer Loan Disclosure
BLE Enterprises provides in-house tuition financing as a consumer credit product, legally classified as a private, interest-bearing educational loan.

Loan Type: Closed-end consumer installment loan

Lender: BLE Enterprises (Virginia-based entity)

APR: Ranges from 0% to 3.5% depending on amount and agreement

Administrative Fee: $50 (flat)

Loan Term: Typically 10 months (custom terms available)

Prepayment Penalty: None

Late Fee: $15 if payment is 3+ days past due

Returned Payment Fee: $25
Legal Obligations
By signing the financing agreement, the borrower agrees to:

Repay the full financed tuition according to the scheduled terms

Accept liability for the total amount financed, including applicable fees

Understand that default (30+ days late) may result in:

Suspension from academic access

Debt collections

Litigation and judgment enforcement

Impact on eligibility for future BLE services

Truth-in-Lending Act (TILA) Compliance
A full TILA-compliant disclosure statement is provided at the time of financing approval, detailing:

Finance charges

Total amount financed

Payment schedule

APR

Late fees and default terms
Families are encouraged to review all terms carefully and may request clarification before signing.
🔹 5. Jurisdiction & Governing Law
All BLE Schools contracts, policies, tuition agreements, and financing documents are governed by the laws of the Commonwealth of Virginia, USA.
Legal Venue

Any disputes, legal actions, or proceedings relating to enrollment or financial obligations shall be resolved in the City of Alexandria, Virginia.

This includes, but is not limited to, tuition debt recovery, contract enforcement, and collections disputes.
Entity Authority

BLE Schools operates under BLE Enterprises, a Virginia-based entity with jurisdictional oversight of all student accounts and contractual matters across its virtual school system.

As a consumer, you have the right to:
